Solicitor's Permits

Door-to-door and promotional solicitors are required to register with Allen Police and wear their solicitor I.D. badge on their chest or upper body. Homeowners should call 214.509.4321 if they encounter problems with a solicitor.

Permit types

  • Door-to-door solicitation permits: Allow solicitation at residents' doors. Approved for 90 days.
  • Promotional material solicitation permits: Distributing materials without specific resident contact. Active for 30 days.

Apply for a Solicitor's Permit

Solicitor applicants must apply in person at  Allen Police Headquarters (205 West McDermott Drive) during regular business hours (8 a.m. to 5 p.m., Monday-Friday). Applicants must bring a driver’s license or another valid, U.S. government-issued photo ID.


Solicitor applicants are required to pay the following by cash, check, money order, MasterCard, American Express or Visa. All fees are non-refundable and paid at time of application. The permit fee (not background check or ID card fee) is waived for charitable organizations or individuals operating under a license granted by the State of Texas.

  • $50 permit fee
  • $35 background check fee
  • $5 ID card fee

Background checks

Allen Police Department will perform a background check on each applicant to help ensure the integrity of solicitors operating within Allen. Upon approval, permits will be issued within 10 working days.
